Our research has found that Barclays invests over £1billion in arms companies supplying Israel with weapons and military technology, used in its assault on Palestinians. This includes General Dynamics, which produces the gun systems that arm the F-16 and F-35 fighter jets being used to bombard the Gaza Strip. Barclays also invests in Elbit Systems, one of Israel’s largest arms companies, which produces 85% of UAV’s (drones) used by the Israeli army, as well as munitions, bombs, and artillery weapons used by the Israeli military.

I am writing to demand that Barclays end all financial ties with companies supplying weapons and military technology to Israel which are used in its assault on Palestinians.
Israel’s ongoing bombardment and ground invasion of the besieged Gaza Strip has killed over 10,000 Palestinians as of 8 November, over 40% of whom are children; 1.3million people, over half of Gaza’s entire population, have been displaced. Nowhere in Gaza is safe; residential neighbourhoods have been levelled, UNRWA schools sheltering the displaced, and hospitals treating the wounded, have been hit. 
Palestinians in Gaza are experiencing war crime after war crime. A group of UN experts has stated that the “wilful and systematic destruction of civilian homes and infrastructure, known as ‘domicide’, and cutting off drinking water, medicine, and essential food is clearly prohibited under international criminal law.” Further, they “remain convinced that the Palestinian people are at grave risk of genocide.” Amnesty International similarly outline that “Israeli forces have shown a shocking disregard for civilian lives. They have pulverized street after street of residential buildings killing civilians on a mass scale” and are “destroying essential infrastructure” in grave violation of international law.
Despite the clarity of these facts, Barclays is facilitating Israel’s egregious violence. Research released last year by Palestine Solidarity Campaign, War on Want, and Campaign Against Arms Trade, identified that Barclays invests over £1 billion, and provides over £3 billion in loans and underwriting, to nine companies whose weapons, components, and military technology have been used in Israel’s assaults on Palestinians, including its attacks on the Gaza Strip. 
This includes General Dynamics, which produces the gun systems that arm the F-16 and F-35 fighter jets being used to bombard the Gaza Strip. Barclays also invests in Elbit Systems, one of Israel’s largest arms companies, which produces 85% of UAV’s (drones) used by the Israeli army, as well as munitions, bombs, and artillery weapons used by the Israeli military. Elbit Systems has been subject to exclusion and divestment by a range of financial institutions due to its involvement with cluster munitions, and its production of weaponry used in violations of international law.
Given the use of these arms in clear violations of international law, Human Rights Watch have urged that all arms trade with Israel should be immediately suspended. Likewise, Amnesty International urge a “comprehensive arms embargo” should be imposed on Israel.
Barclays has a clear responsibility to end its complicity in Israel’s unlawful attacks against Palestinians. The UN Guiding Principles of Business and Human Rights are clear that businesses and financial institutions must take active steps to “avoid causing or contributing to adverse human rights impacts” through both their direct activity, and business relationships.
You must take urgent action to ensure Barclays is adhering to its responsibilities under the UNGPs by ending all business relationships with companies supplying weapons and military technology to Israel used in its deadly attacks on Palestinians.  
From 1970, Barclays became a key target of anti-apartheid campaigners because of its financial links with the apartheid regime in South Africa. The bank faced long-term reputational damage due to its complicity in racist white minority rule.  
Once again Barclays is choosing to facilitate and profit from the crime of apartheid, and will incur serious reputational damage unless urgent action is taken.
Please confirm that Barclays will end its financial ties with companies supplying weapons and military technology to Israel, used in its assault on Palestinians.
